Female cat unable to urinate

Holly is over 10 years old and appears to be unable to urinate - she keeps going to the litter tray but nothing happens. I think this is an emergency - do you?

Unlikely to be an urgent emergency in a female cat as urinary obstruction in the queen is very rare though I would make a point of getting her seen as early as possible in the morning. Do not feed her before taking her.
